Instructions
- Preheat oven to 375°F (190°C).
- Brown the ground beef with onion and garlic in a skillet.
- Add chopped cabbage and cook until slightly softened.
- Stir in tomato sauce, diced tomatoes, cooked rice, and spices.
- Transfer mixture to a baking dish.
- Bake uncovered for 30 minutes.
- Let rest for 5 minutes before serving.
